EPR scheme for professional packaging

Twiice’s solutions for the transport & logistics sector

Transport and logistics operators are at the heart of packaging flows. They move, store, add, remove and recirculate packaging, which means their responsibilities can vary from one operation to another.

Twiice helps clarify roles between principals and service providers, structure traceability and develop reuse solutions suited to real flows under the EPR scheme for professional packaging (EPRO).

Does EPR apply to companies in the transport & logistics sector?

Transport and logistics companies are subject to the EPR scheme for professional packaging (EPRO), but transporting or storing a packaged product does not automatically make a company the producer placing its packaging on the market.

Depending on its activities, a company in the sector may operate under different statuses: producer placing packaging on the market for some flows, waste holder for others, or service provider playing an operational role in the traceability and reuse of its customers’ packaging.

The first step is therefore to identify precisely who does what, and who is responsible for what, at each stage of the chain.

Who is affected

Packaging in scope

EPR covers, in particular:

Transport and handling packaging:

pallets, crates, reinforced cardboard boxes, layer pads, protective materials and other transport supports.

Packaging added during logistics operations:

shipping boxes, protective materials and other packaging used for order preparation and repacking.

An essential link in the EPR chain

Carriers and logistics providers are in a particular position: they handle large volumes of packaging without necessarily being the producers that place it on the market.
They are nevertheless at the heart of its journey: receiving, storage, unpacking, order preparation, transport, sorting, recovery and putting it back into circulation.
EPR therefore strengthens a role that is already central: ensuring the continuity of the physical flows and of the information needed for packaging to be properly tracked, sorted, recovered or reused.

Transport packaging at the heart of the transition to reuse

Pallets, bins, crates and shuttle packaging have one particular feature: they can become genuine circulating logistics assets.
Regulatory reuse targets strongly reinforce this trend, with specific targets for transport packaging by 2030.
For the sector, the challenge is therefore not simply to replace single-use packaging with reusable packaging. It is to build the system that makes it possible to recover it, check it and actually put it back into circulation.

Understand the reuse targets

Existing reuse loops to strengthen and develop

Deposit-based pallets, reusable crates, bins and pooling systems: reuse is already well established in some logistics chains.
The challenge now is to increase rotations, reduce losses, identify the packaging that leaves the loops and secure the data needed to demonstrate its reuse.

Complex traceability, to be ensured across several stakeholders

Shipper, logistics provider, carrier, platform, distributor, recipient: the same packaging may pass through many hands before returning to a loop or reaching the end of its life.
This makes traceability particularly strategic: who placed the packaging on the market? Who holds it? Where is it? How many rotations does it complete? Who organises its return?
Clarifying responsibilities and making data more reliable avoids declaration errors while improving the operational management of reusable packaging.

What EPR changes for your company

If you are a producer placing packaging on the market

Any company that packs, has products packed or imports packaged products intended for professionals may be considered a producer within the meaning of EPR. When the scheme comes into force, you will need to:

  • join an approved eco-organisation;
  • obtain a Unique Identifier (IDU);
  • declare the quantities of packaging placed on the market;
  • pay the corresponding eco-contributions.

If you are a professional packaging waste holder

Companies that unpack, use or store packaged products generate packaging waste and are considered waste holders. When the scheme comes into force, you will need to:

  • sort your packaging waste in accordance with the regulations;
  • organise its management and collection;
  • keep evidence of collection and treatment;
  • favour reuse wherever possible.

Waste holders are not responsible for joining the EPR scheme, but they play an essential role in sorting quality and packaging recovery.

Special cases

In transport and logistics, several situations require careful analysis:

  • goods transported or stored on behalf of a customer;
  • order preparation, picking and added packaging;
  • packing or repacking on behalf of third parties;
  • applying own or customer brands to packaging;
  • providing or managing reusable packaging;
  • packaging circulating between several sites or partner companies.

Transporting or storing packaged goods does not automatically transfer EPR responsibility to your company. Each situation must be assessed flow by flow, according to the role actually played by each stakeholder.
If in doubt, our packaging flow analysis helps you clarify your situation.

Twiice’s expertise for the transport & logistics sector

In your sector, EPR cannot be analysed solely at the moment packaging is placed on the market: its journey has to be followed.
Twiice supports transport and logistics stakeholders in clarifying responsibilities between principals and service providers, structuring packaging traceability throughout the chain and developing reuse solutions suited to real flows.
Our approach therefore links regulatory compliance with operational performance.

01

Understand EPR and map your packaging flows

You transport your customers’ packaging, add packaging during order preparation, remove it during unpacking and circulate reusable supports: your responsibilities may vary from one flow to another. Twiice helps you map the packaging, the operations carried out and the role of each stakeholder, to identify the flows you are responsible for and those in which you act as a service provider or waste holder.

02

Secure your compliance

Multiple customers, contracts, platforms and services: the data needed for EPR may be spread across several systems and stakeholders. Twiice helps you clarify your responsibilities, prepare your declarations and structure the processes needed to keep packaging data reliable over time and avoid errors or double declarations between the different links in the chain.

03

Structure and optimise your reuse loops

Pallets, crates, bins, roll cages and shuttle packaging: the sector already has many flows suited to reuse. Twiice helps you identify the packaging with the greatest potential, secure its traceability and structure loops with your customers and partners. The aim is practical: increase rotations, improve return rates and limit the packaging that leaves the loops prematurely.

04

Optimise your eco-contribution

For the packaging you are responsible for, Twiice helps you identify the levers for optimising your eco-contribution: reuse, reduction of single-use packaging, changes in materials or the incorporation of recycled material where applicable. The analysis takes account of the constraints specific to transport and logistics: load stability, strength, handling, storage, mechanisation and rotation performance.

05

Support that matches your needs

Twiice offers three levels of support depending on your challenges. A carrier or platform with simple flows? Move forward independently with the Compliance pathway. A multi-site logistics provider with many customers, flows and responsibilities to coordinate? Structure your data and processes with the Organisation pathway. A major transport or logistics player ready to develop reuse and optimise its loops? Activate the Transformation pathway.

FAQ

Yes. Pallets, plastic covers, crates and other transport packaging fall within the scope of the EPR scheme for professional packaging when they are placed on the market for professionals.

Yes. Grouped and transport packaging are included: cardboard boxes, pallets, crates, films, strapping, stillages, protective inserts, layer pads, etc.

Yes. It is declared when first placed on the market and benefits from a reduction of at least 50% in the eco-contribution. Subsequent rotations do not give rise to any new contribution.

The producer placing packaging on the market: the entity that packs, has packed or imports the packaged product intended for professionals. In cases of co-packing or complex distribution, our packaging flow analysis helps identify responsibilities precisely.

Both are possible, depending on your activity. A company that packs or repacks products under its own brand is likely to be a producer placing packaging on the market. A company that receives products already packaged by its suppliers for its own use is a waste holder. Our packaging flow analysis helps you clarify your situation independently. For complex cases, our team is here to advise you.
