A
AGEC law (Anti-Waste for a Circular Economy law)
A French law adopted in 2020 that aims to reduce waste and promote a more circular economy, in particular by developing reuse, recycling and packaging reduction.
AAP (call for projects)
A mechanism through which an eco-organisation selects and funds projects that meet a specific objective (recycling, reuse, innovation, etc.). The term AMI (call for expressions of interest) refers to an exploratory stage before a formal call for projects is launched.
ADEME
The French Agency for Ecological Transition. In particular, it manages the national register of producers (SYDEREP) and monitors EPR schemes.
Approval
Under the Order of 3 June 2026, Twiice was officially approved by the French Ministry for Ecological Transition to manage the EPR scheme for professional packaging (EPRO), which comes into effect on 1 January 2027. This approval followed a presentation to the inter-scheme EPR commission (CIFREP) on 7 May 2026
Scope order
A regulatory text that determines whether packaging falls under the EPR scheme for professional packaging or another EPR scheme (household packaging, chemicals, construction, etc.).
Audit
A check carried out by an independent external body to verify that declarations, flows or performance comply with regulatory requirements. A sample of members is audited each year.
B
Eco-contribution fee schedule
The schedule that sets the amount of the eco-contribution according to the material, weight and characteristics of the packaging placed on the market.
C
Approval specifications
A regulatory text setting out the obligations of eco-organisations, individual systems and coordinating bodies within the scheme.
Standard agreement
An agreement template used by the eco-organisation to formalise its relationship with producers, operators or local authorities.
D
Waste holder
A natural or legal person who, in the course of their professional activity, comes into possession of packaging waste, whether or not they are also a producer placing packaging on the market.
E
Eco-design
Démarche qui consiste à intégrer les enjeux environnementaux dès la conception d’un emballage, pour réduire son impact sur l’ensemble de son cycle de vie.
Eco-design
An approach that takes environmental considerations into account from the packaging design stage, to reduce its impact throughout its life cycle.
Eco-modulation
A mechanism that adjusts the amount of the eco-contribution to encourage eco-design, reuse or better recyclability: the better the environmental performance of the packaging, the lower its contribution.
Eco-organisation
An organisation approved by the French State to collect eco-contributions and organise waste prevention and management within an EPR scheme on behalf of producers. Twiice is the approved eco-organisation for the EPR scheme for professional packaging.
Professional packaging
Any packaging placed on the French market that is intended to become waste at a business. There are four main categories: sales packaging (the unit purchased by the end user), grouped packaging (which groups several sales units), transport packaging (which protects products during transport) and primary-production packaging (intended for unprocessed products from agriculture, livestock farming, fishing or hunting).
Grouped packaging
Packaging designed to group several sales units.
Transport packaging
Packaging designed to facilitate the handling and transport of one or more sales units or grouped units.
Sales packaging
Packaging in which the product is directly packed and sold to the professional customer.
Reusable packaging
Packaging designed to be used several times for the same purpose before becoming waste. It can therefore complete several use cycles, with or without reconditioning between uses.
Reused packaging
Reusable packaging that has already been used at least twice for a purpose of the same kind as that for which it was designed.
Under EPRO, reused packaging is not subject to a new eco-contribution, provided that evidence can be supplied that a contribution was paid when it was first placed on the market in France, and that its traceability is ensured.
F
Packaging manufacturer
A company that produces packaging, empty or intended to be filled, on its own behalf or on behalf of a principal. Manufacturing packaging does not automatically create EPR responsibility: the manufacturer is the producer placing packaging on the market for packaging sold under its own name or brand, and for the sales and grouped packaging in which it ships the packaging it manufactures. When it produces packaging under another company’s name or brand, responsibility lies with the principal. The same manufacturer may also be a holder of packaging waste generated on its sites.
EPR scheme
The rules, stakeholders and mechanisms that organise waste prevention and management for a given product category, according to the principle of Extended Producer Responsibility. Each scheme has its own scope, specifications, targets and approved eco-organisations. Several schemes coexist in France: household packaging, professional packaging (EPRO), construction products and materials (PMCB), chemical products (PCHIM), oils and lubricants, etc. A given packaging item falls under only one scheme, as determined by the scope order.
G
Arisings
The total quantity of packaging or waste considered within a given scope and period (for example, the annual national quantity of professional packaging).
I
IDU (Unique Identifier)
A number issued by the eco-organisation when a producer joins, confirming that it has met its EPR registration obligation. It must appear in the General Terms and Conditions of Sale or any contractual document.
IMPR (recycled plastic incorporation premium)
A premium paid to producers that incorporate recycled plastic (MPR) into their packaging, according to a recycled content rate defined for each material.
M
Authorised representative
A person or company appointed to fulfil EPR obligations on behalf of a producer (for example, for a company not established in France).
Private label
A product sold under a distributor’s brand but manufactured by another company. The distributor is then considered the producer placing packaging on the market.
Producer placing products on the market
A natural or legal person who makes professional packaging available on the French market for the first time, empty or containing a product, whether as a manufacturer, importer or distributor.
Placing on the market
Making packaging or a packaged product available on the French market for the first time, whether for payment or free of charge.
Recycled plastic (MPR)
Material produced by recycling plastic waste and reintroduced into the manufacture of new packaging.
MyRecycledContent
A responsible purchasing platform that lists manufacturers and suppliers offering packaging containing certified recycled plastic. It connects companies placing products on the market—seeking to secure their supply of recycled material—with qualified suppliers. Twiice acts as the French representative for the platform. Listing on the platform and the IMPR bonus are two complementary yet distinct mechanisms, each subject to its own specific conditions.
MyTwiice
Twiice member platform, which centralizes membership, declarations, invoicing, and the tracking of EPR procedures.
O
Coordinating body (OCA)
A body responsible for the technical and operational coordination of approved eco-organisations within the same EPR scheme. For the EPR scheme for professional packaging, this is OCAEPRO.
P
Marketplace
An online sales platform connecting sellers and buyers. It may become responsible for a third-party seller’s EPR obligations if the seller has not fulfilled them.
PPWR (Packaging and Packaging Waste Regulation)
The PPWR (Regulation (EU) 2025/40) has applied since 12 August 2026. It aims to reduce packaging waste and make packaging more sustainable, in particular by strengthening requirements for recyclability, reuse, recycled content and the reduction of overpackaging.
R
EPR (Extended Producer Responsibility)
A principle under which producers are responsible for the end-of-life management of waste from the products they place on the market, in particular by contributing to its collection, reuse and recycling.
EPR scheme for professional packaging (EPRO)
Extended Producer Responsibility for professional packaging makes companies that place packaging intended for professionals on the market responsible for financing and organising its collection, reuse and recycling. It comes into effect on 1 January 2027.
Recyclability
The ability of packaging to be collected, sorted and then recycled.
Reduce, reuse, recycle (3R)
The hierarchy that guides the scheme’s environmental action: reduce packaging and the material used, reuse the same packaging several times, then recycle packaging that has reached the end of its use.
S
SYDEREP
The national register maintained by ADEME, in which producers subject to an EPR scheme are registered.
T
Traceability
A process that makes it possible to track the waste management or reuse route.
