12 August 2026
The European PPWR applies throughout the EU: compliance, restrictions on certain substances and EPR registration.

Understand
From the AGEC law in 2020 to the PPWR in 2040, here are the dates that shape your professional packaging obligations.
Since 12 August 2026, the European PPWR has governed packaging throughout the European Union. It already imposes concrete obligations: an EU declaration of conformity for each packaging type, restrictions on certain substances such as PFAS, and EPR registration in the relevant Member States.
From 1 January 2027, companies placing professional packaging on the French market will be required to transfer their EPR obligations to an approved eco-organisation, or to set up an individual system approved by the French State. In practice, almost all companies choose the eco-organisation route.
This is a major change: for the first time, the end-of-life management of professional packaging is organised collectively, with eco-contribution rates defined by material and quantified targets.
Reminder
The European PPWR applies throughout the EU: compliance, restrictions on certain substances and EPR registration.
Your EPR obligations come into force. For almost all companies, this means joining an approved eco-organisation.
First declaration to be submitted through MyTwiice. You declare between 1 January and 28 February each year, based on your estimated quantities placed on the market for the year.
Your eco-contribution is invoiced on the basis of your declaration.

These deadlines form part of specific reduction, reuse and recycling targets.
To understand the quantified trajectories and how eco-modulation can reduce your contribution:
You must fulfil your EPR obligations through an approved eco-organisation or an individual system approved by the French State In practice, almost all companies choose the eco-organisation route, which is simpler and less costly to implement.
The sooner you join, the sooner you are compliant. Payment of the eco-contribution will be retroactive from 1 January 2027. Waiting increases the amount of regularisation required and the risk of penalties from the public authorities of up to €7,500 per unit or tonne of undeclared packaging placed on the market.
Yes. Both texts apply simultaneously to French companies. In practice, both frameworks converge on the same reduction, reuse and recycling objectives.
Your eco-contribution is calculated on the basis of the weight of the packaging you declare and the material it is made from. Amounts vary by material: plastic attracts the highest contribution and glass the lowest. Reusable packaging benefits from a reduction of at least 50%, while reused packaging gives rise to no new contribution. The detailed fee schedule can be downloaded from the Resource Centre.
A premium is provided for companies that incorporate recycled plastic into their packaging, of up to €1,000 per tonne of material incorporated (Source: Order of 5 September 2025). Implementation details will be announced shortly.
